compression level is red safe?

This is obviously the most compression, why is it red, is it less likely to work? should I choose a lower level? I am just wanting to compress some program .exe and .dlls to make the prog load faster, eg firefox
sorry but I also posted this in the Italian section, so I guess Italians will just think we English are even more stupid now!
